Ball Hockey rules are the same as Ice Hockey with one significant exception.  The rule that regulates offside in the offensive zone is called the “Floating Blue Line”.  Once a player has moved the ball over the blue line into the attacking zone, the attacking zone increases to include the entire opponent’s half of the rink.

We recommend Men or Women players be 18 YEARS OF AGE or older to participate.  Players under the age of 18 MUST have their Parents Signed Consent to participate.  The B.B.H.L. is NOT responsible for individuals who misinform the league about their age.

We are committed to providing our members with the best and safest environment possible.  As a result Fighting and Major Penalties are NOT Tolerated and result in substantial suspensions or ejections from the league.

2022 B.B.H.L. RULES AND REGULATIONS

The B.B,H.L. rules are based on the C.B.H.A. Rules and Regulations.  Please refer to it for a complete list of all rules.  This document summarizes the C.B.H.A. Rules and Regulations and lists B.B.H.L. specific rules that may differ from C.B.H.A. rule books.

  • The league entry fee must be paid in full by the deadline outlined in the B.B.H.L. Team Payment Schedule.  Any team failing to do so can and will be ejected from the league without refund and may be subject to legal action.  Note:  Any N.S.F. cheques will be subject to a $35.00 surcharge penalty.
  • B.B.H.L. has the right to expel or reject any player or team that B.B.H.L. deems their actions inappropriate before or during membership with the B.B.H.L.  Any player or team expelled will receive a refund amount that B.B.H.L. deems fair to all parties and it shall not exceed more than any fees paid.  All refunds are subject to a $600 administration fee for insurance and administration fees incurred.
  • If a team is not paid in full by the deadline the convener will not allow that team on the floor and the team will be assessed a $100.00 fine.  The game will be cancelled, recorded as a forfeit loss and will not be rescheduled,
  • The city/town does not permit any alcohol in the arena or on the premises.  They have informed the B.B.H.L. they will eject any individuals or teams from the premises if they are caught with alcohol.  This is a permanent ban from the premises.  The B.B.H.L. will not give refunds to any individuals or teams who have been banned from the premises or ejected from the league for any reason.
  • Any team charged with the offence that causes any floor cancellation will be required to pay a $200 fine.  The team will also have to a pay $400 bond which will be refunded at the end of the season.  If the team is found guilty of a second offence the bond will not be refunded.
  • Any new teams applying to join B.B.H.L. must notify league officials if they have been ejected from any other league.  Failing to do so could result in ejection from B.B.H.L. without refund.
  • Any player or team representative, who threatens, pushes, strikes or verbally abuses the League Conveners or Game Officials including Timekeepers during their course of administrating the functions of the league, will be automatically expelled from the B.B.H.L.
  • Any person, (e.g., player, coach, trainer) making an insurance accident claim is responsible for paying all deductibles.
  • All players MUST sign a Release Of Liability Form and submit it to the league prior to the individual’s first game played.  Any team failing to do so will result in the automatic forfeit of the game regardless of the outcome and a TWO game suspension will be assessed to the player(s) involved.
  • A team shall ONLY register 22 players with B.B.H.L.  Once a player is on a roster and has played at least 1 game, that player CANNOT be removed from the roster.
  • Player Registration deadline for all Divisions is June 1st.
  • Men’s & Women’s:  A player must play a minimum of 3 games to be eligible for the B.B.H.L. Play-offs.  Backup Goalies must play a minimum of 2 games to be eligible for the B.B.H.L. Play-offs but you must have at least 1 goalie with 3 games played in order to have a backup goalie qualify with 2 games. 
  • A player must play a minimum of 1 BBHL game to be eligible for the O.B.H.F. Provincial Championships.
  • Note:  Suspended games DO NOT count as games played.  The league should be notified of any injuries, as an injured player MAY be exempt from this rule.  If a player’s team has a playoff round bye then games can appealed to be counted towards the suspension.  The OBHF will rule on the appeal.
  • A player must be released from his previous year’s team in order to play for a different team in the upcoming season.  If a team uses such a player without prior release it will result in the automatic forfeit of the game.
  • A player can play for more than 1 team but CANNOT play for more than ONE team in the same division come Playoff time.  The result will be a ONE game suspension for the individual involved and the automatic forfeit of the game for the team using the player.
  • All players MUST be 18 YEARS OF AGE (See exemption rule) or older to participate.  A player can be exempt from being 18 if their parent (or guardian) registers and signs all release forms.
  • B.B.H.L. is NOT responsible for individuals who misinform the league about their age.

Game Rules
Starting the game:
  There must be TWO Certified Referees for every game otherwise the games will be cancelled and rescheduled.  There are times the Arena floor conditions are not suitable for play due to outdoor weather or other circumstances.  Teams and players have the right to refuse to play under this circumstance.  Players still willing to play do so at their own risk.  Cancelled games will be rescheduled.

  • Suspended or banned players, coaches or persons are not permitted in or on the arena premises.  It is the responsibility of the team, failure to comply will result in the cancellation of the game.  The game shall be recorded as 5-0 forfeit.
  • Team representatives must hand in the Game Day Roster Form prior to start of the warm up.  If it is not handed in by the designated time a 2 minute delay of game penalty will be assessed.
  • The timekeeper shall put 18 minutes on the clock to allow teams to warm up.  With 16 minutes remaining on the clock the timekeeper shall sound the horn notifying teams to go to their appropriate benches except the starting lineups.  The timekeeper will not stop the clock until the game has started and there is an official stop in game play. 
  • Note:  A team must have a total of 6 players to officially start a game.   The team shall be assessed a 2 minute delay of game penalty if the required number of players are not present to start the game.  If a team does not have the necessary players by the time there is 8 minutes remaining in the first period the game shall be considered a forfeit.  The score will be recorded as a 5-0 loss. 
  • During Regular Season play a team can use any goalie registered with the league from any other team from any division. 
  • During Play-offs a team must get verbal permission from the opposing team to use any goalie registered with the league from any other team from any division.  Both teams must notify the convener prior to the start of the game and it shall be marked on the game sheet.
  • If a team uses a suspended or an illegal player the game shall be recorded as a 5-0 forfeit loss and the 2 team representative shall receive a 1 game suspension.
  • The HOME team will supply 2 C.B.H.A. official game balls per game. 
  • It is the responsibility of the HOME team to change sweaters if the colours of the opposing team conflict.
  • Men’s Division: B.B.H.L. recommends the use of face masks or eye protectors.  Any players not wearing facial protection do so at their own risk and do not hold B.B.H.L. liable for any injuries.
  • Women’s Division:  The use of a full face mask is mandatory as dictated by the O.B.H.F.
  • A player can be told to remove jewelry if the referee deems it is dangerous to any player including the player wearing the jewerly.
  • All players must wear a C.S.A. approved hockey helmet and hockey gloves approved by the CBHA rules.  Goalie cat’s eye masks are permitted only if it is CSA approved.
  • All team members must wear identical sweaters.  No mismatched sweaters will be allowed during League play.
  • Each team may have a maximum of 20 players in uniform, two of which must be goalkeepers.
  • All games consist of two 15 minute stop time periods.  The second period will be running time when there is a 5 goal difference or more. The clock shall return to Stop Time whenever there is less than a 5 goal difference.   All minor penalties will be 2 minutes in length at all times.
  • During Regular Season play overtime will be one 3 minute STOP time sudden death period.  In the Play-offs except the Finals overtime will be one 5 minute STOP time sudden death period.  If still tied each team will take 3 penalty shots.  If the score remains tied the game will go into sudden death penalty shots.  In the Championship Finals there shall be one 10 minute sudden death STOP time overtime period.  If still tied each team will take 3 penalty shots.  If the score remains tied the game will go into sudden death penalty shots.
  • During penalty shots a player can’t take a 2nd penalty shot (or 3rd etc…) until all players on the team have taken the same number of penalty shots.  You must cycle through all players.
  • Overtime will be played as 4 on 4 (4 players and 1 goalie) during the Regular Season and Playoffs.  If a 4 on 2 short handed situation should arise the teams shall play 5 on 3.
  • During Regular Season play each team shall receive 1 point for an overtime tie or overtime loss.  A team shall receive 2 points for an overtime win.
  • Each team shall be permitted two 30 second time outs per game.   Only one time out per period is allowed.  Time outs are NOT permitted in overtime.
  • Icing rule in effect is No Touch Icing.
  • The RED LINE will be used for icing.
  • The FLOATING BLUE LINE rule is in effect.
  • MEN’S LEAGUE:  A goalie is not required (See Rule Handbook for rule details).
  • WOMEN’S LEAGUE:  A goalie must be used.  If no goalie is dressed then a player must assume the goalie position and can’t play as a 6th player (player is limited to crease area and normal actions and playing area of a regular goalie).

  • Penalties
  • Contact to the head is an automatic 2, 4 or 5 minute penalty based on the severity and intent of of the contact.
  • Face-off will be in the defending zone of the team getting a penalty (some exceptions do apply).
  • Contacting the ball above the height of the shoulders will result in a 2 minute penalty and immediate stoppage of play.
  • If a goalie shoots the ball over the glass it is an automatic penalty.
  • Coincidental penalties are in effect.
  • A golf shot is a 2 minute penalty.
  • If a player loses their helmet during play he must pick it up and put it back on before rejoining the play otherwise it will result in a 2 minute penalty
  • You cannot wear a non CSA approved cage on a CSA approved helmet.
  • All Stick Penalties are automatically one 4 minute minor penalties (NOT two double minors).  High sticking the ball is only a 2 minute minor penalty.  Stick penalties are Slashing, High Sticking, Cross Checking, Spearing Minor and Butt-ending Minor.
  • Any player receiving 2 Stick Penalties of any kind in one game will be ejected from the game. 
  • Any player receiving 3 penalties of any kind in one game will be ejected from the game.
  • When a goal is scored on a delayed penalty, the penalty shall still be recorded and added to a player’s penalty count total.
  • Note:  When a double minor penalty for the same infraction is assessed, it shall only count as 1 penalty.  If the 2 penalties are separate incidents then it shall count as 2 penalties. 
  • If a goal is scored on a delayed 4 minute stick penalty, the player shall still serve the entire 4 minutes of the penalty but their team will play full strength.  
  • Any player receiving a total of 24 penalty minutes during the course of the Regular Season will be assessed a 1 game suspension.  Any player receiving a total of 34 penalty minutes during the course of the season will be subject to a league review, a suspension and/or ejection from the league.
  • Any player receiving a total of 14 penalty minutes during the course of the Playoffs will be assessed a 1 game suspension.  Any player receiving a total of 20 penalty minutes during the course of the playoffs will be subject to a league review, a suspension and/or ejection from the league.
  • When a goal is scored on a delayed penalty, the penalty shall still be recorded and added to a player’s penalty minute total.  Only 10 Minute Misconducts will not be included in the total.
  • A High Sticking penalty causing blood which the official deems as accidental, is still automatically a 5 minute Major penalty. All Major Penalties incur a minimum 1 game suspension.
  • A Hit From Behind penalty, regardless if it is a minor or major penalty is an automatic game misconduct.
  • Any player who plays while suspended shall receive an additional 2 game suspension. 
  • One of the two team representatives shall receive a 1 game suspension for the use an illegal or suspended player.
  • (OBHF Rule) The faceoff is NOT automatically in the Defending Zone of the infracting team.
  • Major, Misconduct and Game Ejection Penalties:
  • Fighting Major - Any punch thrown even with gloves on can be considered a fight.
  • 1st fight - Out of game plus minimum 5 game suspension.
  • 2nd fight (combined from all divisions) - Out of game plus ejection from the league.
  • Note:  The instigator penalty can be assessed which incurs an additional minimum 1 game suspension and league review.
  • Game Ejection - Out of game.  This is only assessed when a player receives 3 Minor Penalties or 2 Stick penalties.
  • 10 Minute Misconduct - If the offence occurs in the last 5 minutes of the 2nd period or overtime the player will be ejected from the game and receive an additional minimum 1 game suspension.  Any player receiving three 10 Minute Misconducts during the course of the season including playoffs shall be suspended a minimum of 1 game and will be subject to a league review and/or ejection from the league.
  • Game Misconduct - Out of game plus a minimum 1 game suspension.
  • Gross Misconduct - Out of game plus minimum 2 game suspension.
  • Match Misconduct - Out of game plus minimum 5 game suspension.
  • If a player is ejected from the game or receives a major penalty, several players can serve the penalty, substitutions are allowed.  All major penalties incur additional suspensions.
  • Any player suspended from one League/Division CANNOT play in another League/Division unless permission has been granted from the league.
  • All Major penalties will be reviewed by league officials and can incur ejection from the league.  A player’s previous history from all divisions will be used when determining suspensions.

  • Game Protest
  • Any protest of a game must be submitted to the convener in writing within a half hour of the completion of the game along with a $100 cash protest deposit.  The league officials will review the protest and submit their official decision within 48 hours.  If the protest is won by the protesting team, the game shall be recorded as a forfeit and the protest deposit shall be refunded.  If the protest is lost by the protesting team the game result will stand and the protest deposit shall not be refunded.
